Go to www.mpfree.com, you will have to put up with some spam, but I have ever paid for a download there. All you do is check out ads, do some surveys, etc. Depending on what it is you will get a certain number of downloads. There is a lot of stuffreally free music downloads to get for free, but for some of the larger stuff you may have to sign up with certain companies and use their services.
Places like limewire, kazaa, morpheus and others are file sharing networks and can infringe on copyrights like napster did a few years ago.
